Dear Wardley,

As the capacity of Hong Kong to receive Shanghai

refugees is very limited, we asked the United States

Government whether they would be prepared to receive

refugees from Shanghai at Manila if required.

I enclose a copy of the Aabassador's reply, from

which you will see that they have replied in the

affirmative but would like to have an assurance that

His Majesty's Government would make funde available for

the expenses to be incurred in the Philippines. ay we

give them this assurance on the understanding that, as

in the case of the refugees sent to Hong Kong, undertakings

to repay to His Majesty's Government the cost of

maintenance will be obtained from all British subjects

to whom relief is given ?
